How can we make stickies and announcements more prominent?
... I didn't even see the "Before You Post" announcement (which btw is excellent) until the other day. And I visit this forum nearly every day.
It seems that new members also fail to see it. And stickies in forums such as FAQ and Codebank.

I'm not sure what options are available 'behind the scenes', but apart from thread icons I don't know what we can do.
I've made two threads in the test forum to show the best ones to draw your attention:

Cant we change the color of the thread to red or purple? I know it is definately possible as its a small bit of html

In HTML terms it is easy, however this isn't about HTML per se - as the HTML is generated by the forum software.
I don't know if there are any options within the forum software to change the colour of stickies (or announcements), hopefully one of the Admins will comment.

5 will get you 10 that if we did do something to make them more prominent, sooner or later someone would post in here asking if we could make them normal because the way they stand-out is annoying.

Yep 
Plus - you could have them flashing and playing wav files and people will sitll overlook them.
There are some other options -- such as posting a link to the before you post announcement into the registration page -- that might have more impact. We can see if JPnyc (JM Forum Manager) has tried some of these things on other forums and see what has -- or hasn't-- worked.

I dont think that would work, but perhaps we could make a way that if a user has posted in the total wrong section, that they will be forwarded to the rules until they read them?
Not sure if you guys are up for that..
