    What is the best tools to create a "Installation files" ?

    That depends on the size of your wallet.

    If you are looking for free take a look at Inno.

    If you have money, take a look at Wise or InstallSheild.

    Try using Inno Setup and ********** to help with this issue. I believe you will be thouroughly satisfied (look in signature).

    Also Read Installation Problems in my signature.
