Can you buy it seperatly?
You could with 2003, or do I have to pay a lot for visual studio?

The Standard version is a step up but costs a bit more. It all depends on what type and depth of projects you need to write. The Express version is targeted to the hobbiest, not able to due some of the things you may need to do.

Mobile development, web forms (well, there's the separate web developer for that), Database tools, XLST Support, source control compatibility.. it's all on that chart in Rob's first link. - except for this - The Dynamic Help and Icon editor I've noticed are gone.
