Cascading Style Sheets

Im having trouble applying a style sheet to a document within a frameset. The user defined class im trying to apply has been applied successfully on another frame in the set. I seem to be constantly struggling with dreamweavers site map, so ive switched to coding it directly in notepad. I've tryed copying the code from the other frame, and whilst no errors occur, NOTHING HAPPENS! what am i doing wrong?
