    Why not rename them SUBSECTION1, SUBSECTION2, SUBSECTION3 and SUBSECTION4 and then you can just have four separate xsl:value-of select="SUBSECTION1" commands for each subsection.
    By the way, using capital letters for all an elements name is generally regarded as bad practice in XML.

    Nest two loops, one for each section, one for each subsection.
