Welcome to the forums
As a begginer I understand you don't know much around here, but if you plan on learning Visual Basic, your somewhat in the right section.
As for where to go and what to learn, you can check out the FAQ section here, and use google to search around. Some sites:
MSDN (www.msdn.com) : A nice site for references on certain things in VB
PS Code (www.pscode.com) : Source code site
Sean Greasley (www.seangreasley.com) : Many begginer tutorials, all on easy to understand video form.
Any questions, post in this section

HTML is not a pre-requisite of programming. I would suggest vb.net is the right language for beginners (even though i haven't coded one i'm stucked with vb6 ).

Moved to General Developer.
To do a job properly you need the right tools. The tools required are often dictated by the job itself.
Programming is a vast arean and there are a multitude of language platforms to choose from. My question to you is: what type of programming do you want to do? The answer to that will point you to the right language to start learning.

Programming what? There are thousands of directions. HTML only leads to web development, but won't help you with graphical apps or rich ui apps.
