It would be cool if it works, but basing it off of hydrogen sounds suspiciously like fusion, which is already feasable and being worked on today. About the proton-electron debate, the reason it wouldn't work is that there are two possibilities for an electron getting closer to a proton than quantum mechanics allows:
1) The electron spirals INTO the proton, thus forming a neutron with almost no energy emmision.
2) The electron is travelling faster than light.
I try to be pretty open about scientific theories, but this one is just way too far-fetched even for me to take.

I read that article when it first hit ./ and I am not entirely convinced. I am not sure how credible The Guardian is but it is interesting to point out that this is the only news source that has published this article.

He's doing it for the money. He'll introduce a new variable into the mix to fund his 'research' for another few years, mooch off NASA and then go into retirement.
My luck certainly has been bad these past few weeks, and the world shouldn't have it any better either.
