How about some global posting guidelines?
I know with VBulletin you can make a sticky that shows up in all or some forums.. Shouldn't there be some kind of guidelines to posting, that apply to just about every sub-forum? i.e, If you're getting an error, be specific, post code that's causing problem if possible, read the help on MSDN, etc, etc..?

This is possible and the admins occassionally do something along these lines when they wish to communicate an issue that is important to all members and all sections.
Mostly, however, the stickys are section specific.
