What the heck does that mean? so am i at like .75% or what?

It means that you got positive Rep point(s) on average for that post. Since you can receive multiple positive or negative Reps from multiple members on a single post, they say "somewhat" since you may have received a -2 Rep and a +4 Rep averaging to a +2 for example, but can not say you recieved positive Reps when you received some negative ones.

Upto a certain nmber of positive points on a post it says "Somewhat Positive". Above that it says "Positive". 0 is Even and below is, I suppose, "Somewhat Negative".

One of my recent negatives. 
The level is that makes it change from "Somewhat Positive" to only "Positive" is 6 positive rep points or better.

Ok. I just did that on your last post and I got the litte rep box that say "add to penagate's reputation" but there was no comments on your existing reputation for this post. Is that because you haven't been rep'ed for the post, but if you were, there would be a comment?

You can't see comments for other members' posts, but you can see your own I.e., Click the Rep link for one of your posts.
As an aside, it also shows your total rep count, and all comments left on that post, even once they have dropped off the Last 25 list in the CP

Gotcha. Now I see what you mean, although I must confess that clicking the rep button on one of my own posts never even entered my mind. I mean, why in the world would I want to do that?
