This is really the driving force behind the rule and I think it is a good rule.
It also is probably not a good practice to rep someone that doesn't deserve it just to get up to the 10 count of someone that does. You don't have to rep someone just because they helped you. I've rep'ed people before just because I really liked the answer they gave to someone else's question or because they posted a pretty neat piece of code in response to a question.
