does any1 know how to disable the windows function of creating a new folder or file???
I've seen it done via a network, but can it be done without a network.
Maybe through the registry or something like that??

You could make your app. monitor all the directories and check for when one is created then bring up a msgbox saying Hey bad boy no soup for you. Then just kill the directory.

is there a file or something rather that windows uses when the user creates a new folder or file??

Sounds as though its been disabled by PolEdit, check on your windows CDROM under network admin / tools / resource kit for PolEdit, it should be there, changing some reg keys should have the same effect.
Even try, saving the registry, Running PolEdit, disabled New Files/Folder. Saving registry again, and then comparing the two
