    Not really.

if the server has a good firewall like ZoneAlarm it will stop the computer responding to Pings so, that maybe the reason

Do you have some device that's flooding your network?

You said you are having speed issues all over the place - not just VB forum - right?

I've checked everything out now, power-cycled my router, reset my wireless connections, shutdown spare PC's, restarted this PC, contacted my ISP for aternative DNS Servers... and finally Its all working smoothly

MY speedtest (bearing in mind this is ADSL @ 2Mbit/ps)
    Code:
    Download size: 200 KB
    Download time: 0.656 seconds
Download speed: 2439 Kbps (kilobits per second)
    Client IP Address: 80.xx.31.xx
    Everythings going well now

I got the joke, but then it wouldn't be as funny if we explained it to you. Ever had one of those situations?

Yup, everytime, and so I'd bug just about everyone, so that I'd get it too.

    Did you see this:
    Packets: Sent = 4, Received = 1, Lost = 3 (75% loss )
That's why I assumed that it would be working.

    Right now.

Unless their firewall crashed, or he lied, it was no joke.

Most servers block ICMP packets from outside destinations because of problems with DoS attacks, that makes ping impossible.
