    Policy not being applied to reference at this time

    My applications compile.
    But when I run them in IE I get the error:

    LOG: Policy not being applied to reference at this time (private, custom, partial, or location-based assembly bind).

    Woohooooo FIXED IT! 4 DAYS LATER!!!

    All over the web it says to turn off Index Services, but I have this disabled so it wasn't that
    Also, on demand virus checking can also lock .NET files down, we have had this before, but MacFee wasn't to blame here.

    What was to blame was the IIS Anon user account was set to IUSR_MyPcName, and Not ASPNET!

    Juch an easy fix!
