Yes, that is correct, and as everyone has said, that is one of the things a firewall is designed to do and one of the reasons it exists in the first place.
If you have a client with a business need to bypass the security of your firewall then the client needs to speak with your management, who, in turn, can get with your network admins, providing, of course, that your management feels their need is valid.
