Visual Studio .Net error

I can't make new projects, what is wrong? I have installed fremwork 1.1 and also this rigistration:
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_regiis -i

But I still receive the attatched error.

try making it using :
1) add new ip in TCP/IP
2) add new site through IIS--> New-->Site..give the IP you just added for this new site...and point it to the folder of you application( make an empty folder before making new site)
3) make an entry in lmhosts for the new IP and site name.

But it has been working before on my localhost, do I need to registrate something?

Maybe it's because I'm using af proxy. Now I will try not to use proxy at localhost
