I want to start contracting out to the States. What do I need to do in order to make sure that's legal. Plus, what is the difference between W2 and 1099 in refernce to tax status. Any answers or directions would be appreciated. Thanks.

W2 is tax deduction made by a company you work for. It means that the company is going to deduct the tax from your paycheck.
1099 - you have to pay taxes by yourself.

Thanks Serge. Do you have any idea what would be necessary for me to contract as a programmer in the states? Without moving there, just in my own home. Would I still need a Work Visa?
