IIS: default web is stopped and won't start: HELP!!

I have set up a website on IIS in a Japanese Windows 2000 Pro.

Everything looks right, but the Default Web and Default FTP both say (stopped). When I right click and try to start the web, it waits about 10 seconds and then gives an error:

    (roughly translated from Japanese)
The Web start request could not succeed within the specified time.

Anybody else seen this kind of error? I've restarted IIS, the same. Uninstalled/reinstalled IIS, the same.

any thoughts? (by the way, this is sorta urgent if you have a minute)

    Thanks.

You are trying to do this under an administrator account aren't you? Do you have permission to start web sites/services?
I use Microsoft Visual Basic 2005. (Therefore, most code samples I provide will be based around the .NET Framework v2.0, unless otherwise specified)

    Hey.
    Thanks for replying.

This was a laptop we were setting up to demo the website. Since it didn't have anything else on it, I reformatted it, installed windows XP and IIS and it worked fine.

The main problem was that the messages were in Japanese and I couldn't figure out exactly what the problem was.

    Thanks anyway.

    Best regards.
