Yeah I guess Photoshop could have made that one. But it is not a good tool to do it from scrach. If it was all ready a photo of the negatives then it would be easy to do. If not, then it would have taken a lot of time to pull it togheter.
An other 2D tool that could have pulled it off is Corel Draw, and there is also one called FreeHand (I think that was the name).
But if you had to make it from scratch, then I am pretty sure it would be easier to do in a 3D modelling package. Since you woul only have to draw 30+ vertices, then use swirl them down like that, use ONE or more negatives and add them as textures.
Then use a shader or something to add the alpha blending effect, or just simply export it to Photo Shop or one of the other 2D apps mentioned and add the alpha blending there.

Honestly I am not sure. My knowledge of Photoshop is basic at best because I learned how to use it by myself.
Perhaps the best way would be to get a tutorial (online, book, CD etc) of some kind as that may give you some tips.

Could be Maya, or 3DS MAX or Bryce 3D
They are more 3D rendering packages than basic image design. It's far superior to Photoshop, but you need a degree to understand them

I doubt you can curl it in Photoshop, since it is an image editing and retouch app rather then image making app. But I might be wrong though, since there is too much buttons there for me to understand it all.
But I am pretty sure you need a 3D modelling package as I said (and VisionIT) said to make it curle. At least it would be easier that way.
PS: Nice to see you are back VisionIT...
