Displaying Messages like AOL or Yahoo Messenger

I am currently starting work on an application but would like to know what language is the popup that AOL or Yahoo Messangers use to display the little message that pops up at the bottom of the screen when someone that is on your list logs in. I would like to know how to create a popup like that, so that it appears momentarily and then disappears, so that it practically looks like what AOL or Yahoo have. By that i mean where it scrolls up above your clock in the corner.

    Any help is greatly appreciated.
    Thanks

I would think it's written in C++, MFC.

Why not first decide what language YOU want to write the app in, then ask in the apporpriate forum.

It really doesnt matter to me what language I build the application in. All i need is an example so that i can see how it works and see the basic code.
