How Does IE Decide What Window to Commandeer?

This may be an odd place for this question, but...

    - Internet Explorer is running...
    - ...with several open windows (Task Manager shows only 1 IE process)
    - Double-click on a saved Favorite (URL shortcut)
    - an open IE window is changed to navigate to this Favorite

How does it select which window to commandeer?

    Thanks,

    John

    I can't be 100% sure because I don't use IE anymore ( www.mozilla.org ) , but I think it chooses the last active window.

I'm pretty sure that's how it works. I always click a window i want to use and it always seems to open in that window.
I use Microsoft Visual Basic 2005. (Therefore, most code samples I provide will be based around the .NET Framework v2.0, unless otherwise specified)
