Using the VB6 'Package and Deployment Wizard' automatically includes a 'support folder', which on my system might be useful. But on anyone else's (and my program) would be useless. Is there a simple and direct way to build a minimal install engine that would automatically include all of the necessary files?

VB6 Professional comes with an Installation Wizard which is supposed to do what you want.
Go to Microsoft Visual basic page and read about this

There is:
InstallShield - http://www.installshield.com
Wise - http://www.wisesolutions.com/default.htm
These do however cost money. The Wise is more user-friendly but the InstallShield is for more advanced users.
