Has anyone out there had any success running Pocket PC 2003 emulator?

I have installed VS.NET 2003 and all updates. ActiveSync 3.7, Mobile SDK, and when I goto Tools --> Connect to Device only Pocket PC 2002 emulator is listed, not 2003.

How do I get 2003 on that list of devices?
