In just a few words, can somebody tell me what PowerBuilder is? I do not think I want to use it. I just do not want to have a blank look on my face when somebody mentions it.

Well, it used to be a competitor of VB. The reason I'm saying that it used to be is because with the release of VB6 PowerBuilder was completely smashed on the market. It's slower then VB and in order for you to connect to a database you would have to use Data Window.
I used it for a while but still think that it's no match for VB.
Just my $0.02.
