It's also part of the Windows NT Option Pack, which you should be able to download after seraching Microsoft, or get off the Visual Studio CDs. (Or Technet somewhere)
I'm not sure if the Win98 version is different from the Option Pack, which has Win95/NT versions.

It is best to install PWS from the NT Option Pack CD. It contains installables for PWS for both Windows9x and NT workstation. The installable for PWS available in win98 CD sometimes causes problems in the system registry.
