Explanation of Formula
Can anyone explain or breakdown this formula to me?

It's a function called E, and it's a function of 2 variables, v and C.
What it does:
Take the v variable and raise it to the C'th power
Divide this by C factorial
Multiply the result by the inverse (i.e. -1th power) of the sum, from i = zero to i = C, of v raised to the i'th power divided by i factorial.
