You may wish to give enough information so we can answer your question.
When you say message, do you mean text message? Via a mobile phone, GSM model, standard modem ? Do you mean voice messages? Have you money to spend (ie using a 3rd party component) ?

We used a 3rd party component for GSM from here:

There may be other companies, but for what you want, its easy to go 3rd party unless you have a shed load of spare time.

my idea goes like this. my pc connected to an infrared device, which activated n the infrared was connected a handphone (i named it as handphoneA) infrared. when handphoneA received a sms from the other handphone, the msg will transfer the text message to my pc. i nit the code to actually get the incoming msg detected n display on my vb system. they way my vb system get the sms is not from internet, but from infrared.

This is not the type of place you come and ask for the code to do something, we dont have code sitting about in files ready for requests .
Please take your time when typing, you need to make it clear what you want, spelling mistakes dont help get your point across. Put in the extra time, to help save our time, and thus give you better results.
For your answer, theres a few things we need to know. Your infared device, is this a device that came with your phone ? If so, you may have software with it from the manufacturer. If not, then you have to find an SDK for it (if one even exists). What you are asking for is a very specific request, and only a small number of people will have any advice for you. My experience comes from working with all modems/GSM modems by direct link rather then through infared device. It may be that they use the same type of codebase, but most likely you need something different.
Try the phone manufacturers website/forums for general information.

hmmm, okies, i think u cant help me in this. since u not really understand wat im trying to says. anyway, i do agreed this is a very specific request. but i also believed that there's specific code that come from somewhere that can solve my current problem. perhaps it's not from here. =) and lastly, im still a student, im not doing any big project for any big company. im developing a small simulation system for my project. there's a limit for me. =)
oh, b4 i forget, im sorry if i did any spelling mistakes. im from malaysia, majoring in IT field instead of english. =) perhaps i used too many of shortcuts. "u" rather than "you". =) just like u, "infared" rather than "infrared"?

I understand what your looking to create, and I say again, there is not a "set" of code sitting about that anyone can give you.
You would need to talk through the drivers of the infrared device, which you can only get from the manufacturer of the device, you will then need to get some kind of SDK to be able to translate the information. There are already free tools that are given away from phone manfacturers that allow you to backup phone information, read text messages. But of course, this doesnt allow you to get the information into your own application, you need to ask the manufacturer. If you told me the model of the phone/infrared device I bet I could just google and find information that you want, but from there you are bound to need futher research.
