    Why can't I get a label to display on top of my textbox??? What am I not doing?

    Try selecting the label and do Format/Order/Bring to Front, or select the text box and do Format/Order/Send to Back. That might be it.

    It seems that you can't.
    But why not use a Text.Box with its border set to none? Nobody can tell the difference!
