    Weird Page Oddity

    I've got a page in front of me, HTML file, local drive.

    When I view it in IE, I try to change the encoding to Thai. But it stays on Unicode.

    How can I change it to Thai? I need to do this because the characters aren't appearing correctly.

    Also, is there a way to specify the encoding using HTML only?
