This seemed to clear it up:
How come your CD's are so cheap?
Simply because the CD's we sell are OEM [Original Equipment Manufacturer] copies which means you will receive the installation CDs only [they do not come in their original retail packing and do not include the manual]. We do guarantee that all programs are the 100% fully working retail versions - no demos or academic versions! When you order, you will receive all materials required for a complete installation - or your money back! Why pay hundreds dollars more when you can get exactly the same but cheaper? You don't have to pay that much for the fancy box and manuals.
But then the next question is:
Can I register the software?
No. However do not think that this will stop you getting updates for your software, because updates are always available whether you register or not.

I think this comes down to microsofts distribution media and their licenses being two different things.
We used to buy license packs for software (say 300 licenses for MS Office), and they'd only send us a couple of disks, which suits us just fine as we copy them up on to the server and download from there. We would just be throwing out 200 odd disks if they sent us one per license. If we ever needed more, Microsoft would just send us more disks without questioning it. This sounds like something similar. Someone has bought a couple of hundred version of XP for a company, and they've demanded all the disks. But the company has registered XP using the licenses they were issued (I'm guessing there aren't seperate license numbers inside the disk packs like there are with the retail versions). So in other words, handy if you snap your existing XP disk, but apart from that worthless..... unless you want to be Roger the cabin boy.

I remember a thread like this one. Another 'company' selling OEM versions. Somebody mailed to MS and they replied that it's illegal to sell OEM versions without the original package (so, without the hardware it was purchased with).

Good point - you're not suppose to be able to purchase OEM software. It comes with the hardware only. The price of the software may/may not be builit into the hardware.
