This verse is definitely making the claim that "Angels" created (since you limited "WE" to "God and Angels").
chapter 78, verse 6-7 gives us an indication of the very same phenomenon as it says, "Have we not made the earth an expanse and the mountains stakes".
Maybe it's okay for angels to "create" according to the quran, I'm just asking. (From the humble point of view that all I know is falsehood and I need the truth of the quran.)
