VB user control vs Java ?
I noticed that if you complie a user control in the vb IDE then you can save it as an html file. So i guess you could use this over java or html. Have i got this right ?

I very much doubt this. What you can do is generate an HTML file that embeds your user control as ActiveX. This requires, however:
1) that the client runs Internet Explorer on Windows
2) that the client has your control installed locally
The first is quite likely, but not guaranteed. The second is highly unlikely.
Java Applets (by far not the only use of Java) however are downloaded by the client and run on any browser, any platform, given that the user has the Java plug-in installed. They have severe restrictions in order to make their downloading safe for the client.
