Freelance Developers

As the subject says, i need some good VB freelance developers for the VB database projects that I have in hand. But first of all I would want to know how much this would cost me. I could hand over a whole project or part as of it components to developer(s). However I would also require that the developers working on these projects follow a given coding standard and programming structure that I have already put in place. This is required so that modular components can be added to a larger system without having to add a single line of code in the main system and also for any other programmer, using the same standard, could perform amendments if required. I have all the basic templates to start with and analysis documents, only the programming needs to be implemented. How many tables, in what kind of database? Are there any advanced mathmatic calculations that need to be preformed on the data, reports and so on. Does the database have stored procedures for inserts, updates and deletes?
