Help Needed: Fairly Small Project

I need somebody to help me out with a program that does this: You type in a site you want to go to, press the button, when you press the button, the program goes to the site, disconnects from a dial-up connection, connects to a dial-up connection, goes to the site, repeat. When the site is veiwed X amount of times, the program stops..

This is not used to be malicious, I want to do this because it's for a game and I dont have the time to do it manually. The game is called foxwar(like outwar) Everytime you click your link you get stronger, your IP can only click it once a day, but every time I connect to the internet my IP changes because I have dial-up. I already have the permission from the creator(a friend of mine) to use/make this program but I do not have enough experience in VB or any other language to do this, so I need the help of somebody.

If you think it's cheating, It is not, the whole game is trying to find a way to get the strongest character. This is one of the ways to do it. People do find ways to cheat but in the game, this is what they call a "method" which is really the only way to be good. I want it to stop at "X" amount of times because there is a set amount of times you can get stronger in one day.
