Make sure the recycled directory, usually located at root is not protected, IE Read-only or locked by some directory locking app.
I've noticed a bug with Recycle Bin where shared or virtual drives that have been focus'd through a third party app can sometimes slip through the net.

It jumped now from 45mb to 1.2 gb ... . Big change , after deleting like 400 mb . Yes , I have Norton and I believe it's protecting my recycle bin on the C: partition only .
I don't trust XP on this thing . Do you think the reg save previous values and with some magic it retrieves this when quering free space ?

aha , Norton is eating up some space for recovering deleted files . If anyone stuck on this , it's easy you can do this to set the size for Norton Protection :
Right click Recycle Bin ----->Norton Protection -----> Drive Usage , then set the values .
