    Limiting some application's download/upload speed?

    Before i formated my computer I had a software that would allow me to see how many bandwith each program was using and it was even possible to cap their download/upload speed.

    Anyone knows that program's names?
    Maybe there's even more than one

    My mate has a prog that he uses called NetLimiter, does that job.
    I use Microsoft Visual Basic 2005. (Therefore, most code samples I provide will be based around the .NET Framework v2.0, unless otherwise specified)
