Check the BIOS for the temp under PC Health (usually that's the menu) or use MBM to tell what the temperature is (doesn't work on all MotherBoards (this includes mine )).

Your friend is a douche. Shutting down any "cycles" will only make your CPU slower and you won't even NOTICE the heat difference. Is there even any CPU Freq. scaling programs that arn't experimental? You probably won't get the desired results.

If you were really worried about it, you could under-clock your CPU to make it more like a 1900. It should be cooler if you do that but it gets slower.
