Where do I get the Arabic Language Pack?

I went to Start > Settings > Control Panel > Regional Settings

On the Input Locales tab, I clicked on "Add" and in the Input Locale list, Arabic was not there.

I'm guessing I need to download the Arabic language pack from somewhere, but I don't know where. I did a search, no results. Anyone know?

From that article, I get that it should be listed there in the dialog box. On my own machine, it's there. But not for the guy I'm trying to help out.

Is there any reason "Arabic" would not appear in that list? (Other than "It's Windows")
