Not likely. The RIAA doesn't own the copyrights, the musicians do.

It's not like bands are going to start taking their fans to court. That's lovely PR.
the musicians pay the RIAA to do the hunting/suing
this is how they avoid bad PR

although ironically the whole thing is one big dent to PR, not to mention sales
