IP Messaging.. is it a kind of SPAM?

Yes,
I've seen this used as a means of advertising junk. It doesn't matter the means of the delivery, any unwanted messages sent unrequested can be considered spam.
And, yes one could turn it off, but what if you have it on for intercompany communication? Or if you use it for communicating with a customer or client?

The messenger service has been present since Windows NT.
Its normally only used by applications to notify administrators of events on a network - UPS shutdowns, virus notifications etc.
I don't think I've ever seen anyone really use it to communicate.

The Messenger Service is completely different to the Windows Messenger and MSN Messenger.
MSN Messenger and Windows Messenger are both messaging applications.
The Messenger Service is more like an SMS server. Just single very short messages sent to an IP or Domain.

EMail can be stopped. And using the messenger service is spam.
Also, your IP Address is sent when using the messenger service. You really don't want that

Messenger service IS spam.
And you cannot hide your IP. The only thing you could do is use NAT behind a router or firewall, in which case your IP would not be embedded inside the message (if it is even sent), but your IP would be sent with the IP header of the packets.

What the hell are you trying to get at? Sending unsolicted messages is SPAM. Period. The end. Doesn't matter if its SMS, email, phone calls, IM messages. Its SPAM.
Unsolicited means they didnt ask for it, or they didnt knowingly download an app that receives messages, and/or messages from a source to whom they did not give their name, screen name, or ip address to.

I agree with cander. It sounds like you are about to do something unethical and possibly illegal. Short message broadcasts to network users notifying them of say a server going down is one thing, but to hit the internet with an ad, that's just plain wrong. If you are so conserned with the govt knocking on your door, then the activity is most likely questionable and you probably shouldn't do it.
But that's just this gnome's opinion.

You can modify IP packets and change the source IP address, but that means if you are expecting a respons(or datagram) they will be sent to that IP address. When you surf or use any other program that connects to the Net they all use TCP/IP or UDP protocol and everything is based on IP address, so if you hide/change your IP address then your application will simply wont work.
Chaning IP adress like that is called IP spoffing, and they are done for different reasons! If you want to learn more, study TCP/IP protocol.
