I think it's ridiculous to ban drugs of any kind in any sports. It only creates problems. Instead let the players take whatever drugs they want. Let them put their life at risk. Who cares? They certainly don't.
About innocent civilians, yes, they are the ultimate power in a democracy, but that's just the theory, mate! Nowhere would you actually find that the people get what they actually vote for. So it's all a democracy on and before the voting day. After that it's the politicians' game. So cut the crap about democracy in the bud. Secondly, just because the civilians are 'responsible' for the democracy, they don't necessarily have to be 'non-innocent'. They can be perfectly innocent though they are responsible. Almost all things anyways take place in a democracy without their consent
