Permissions?

I deploy a few applications on machine with already installed framework. When I log on like administrator applications work fine, but when I log on like some user (without administrators permission) I get error, applications did't work at all.
Error is: Application Error
The exception unknown software exception (0xc00000fd) occured in application at location 0x791b50c3.
Did anybody know what is a problem, and solution ?

I forgot: os is winXP pro, and when I log on without administrators permission I can't start .net framework configuration tool from Control Panel/Administative Tools.

I'm already look at some security things, but I can't figure out how to solve my problem. Becauce of that I send message here. Maybe someone know answer on this question:
how, on machine with winXP pro, can user without administrators permission execute net application? What security permission need set up?
