You can draw it vertically in a picturebox.

For a label, you can simply resize it at design time to fit your needs.

I meant the Alignment. Just like -left and right justify- and -center justify- is in relation to the left and right side of your text box or label.
Can you justify text in relation to the top and bottom of you text box or label.

Not using the standard text box and label controls.
You can make your own activex controls that would let you, but it'd be an awful low of work.
