Working Colored Scrollbars!
I just found out how to get colored scrollbars in VB6, no code!
From components menu, Microsoft Forms 2.0 Object Library, drag the scrollbar down and you can change the background color!

You should be aware of the following:
The Fm20.dll is NOT redistributable. You must have an application such as Microsoft Office 97 on the target system that installs Fm20.dll as part of its setup. (Fm20.dll is included with the OSR2 and OSR2.5 releases of Windows 95.) You can also find this file on the Visual Basic 5.0 CD under the \TOOLS\DataTool\Datatool\Msdesign folder. This will be installed only if you run the setup for the Visual Database Tools. In any case, you may not distribute the Fm20.dll as part of your setup, even if you purchase the Microsoft Office Developer Edition product.
As an alternative to having your end users install Microsoft Office, you can have them freely download and install the Microsoft ActiveX Control Pad, which also installs the Fm20.dll. For more information, see the following Microsoft Developer Network (MSDN) Web site:
Microsoft ActiveX Control Pad
http://msdn.microsoft.com/workshop/misc/cpad/
NOTE: The use of these Microsoft Forms components in your own compiled applications, such as those written with Microsoft Visual C++ and Microsoft Visual Basic, is not recommended or supported. These controls were designed and tested to work exclusively within Microsoft Office and its Visual Basic for Applications environment.

Well not quite but I wouldn't recommend using them except perhaps in some non-critical app for your own use.

Ok thanks, so i guess making an app for personal use is ok, because i know it will work and i dont need other users to have to download the required stuff

My question is:
"Will my ass get sued for distributing it?"

The question is much less "Will I?" then it is "Could I?".
True, the odds of MS going to the effort of tracking you down and sending out the Civil Disobedience Squad to break you thumbs are pretty slim.
However, you did agree in the EULA that the component will not be distributed, and if they wanted to, they could sue you. And knowing MS, they wouldn't stop at your ass.
Laugh, and the world laughs with you. Cry, and you just water down your vodka.
Take credit, not responsibility

Come on kidoo....lmao... who in their right minds ACTUALLY READ the EULA...?
I'm what you call a Next-Next-OK-Finish Installer....
You figure out what that means....plus I doubt MS will waste their time on one of me down here, when they got all of you perpetraitors up there....
So I'm safe....
Goodbye fear, hello distribution.....

Theres one problem, theres not much with use with normal scrollbars, let alone colored ones. Unless you have a specific app with scrollbar needs
