The bottom one (in the .Net category) just links to the other one. I think Brad did this incase someone went looking for the .Net forum in either place, they'd find it.
The bottom forum is a redirect to the top one.
A decision was made to have VB.Net towards the top to stop people asking VB.Net question in the GenVB forum.
But a decision was also made to have a redirect left where the old forum was so that people who used it a lot wouldn't be left wondering where the forum had gone to.
For some reason the forum started to fill up with threads - I believe perhaps the redirect was temporarily off.
I did a mass move of threads from the redirect forum into the proper forum, and the redirect would appear to be functioning again!
