I'm confused! You stated that you can't change your res (assuming you mean thru Screen Properties). So, how will an API help you do that?
(Sound more like a MOBO or Graphic Card issue)

Anyhoo, here is one way (or try searching using KeyWords 'screen resolution"):

You clearly need to update your drivers, Can't you source the latest drivers for your card. It just means that, somewhere down the line, your card drivers have become corrupted and windows is using the default one.
Try just going to your display properties and tell it to update the driver. When it gives you a list, choose your 5500. Failing that, download updated ones.

I downloaded every single 5500 driver i could find for 98(there was about 10) and none of them let me change my resolution only the clock speed and other setting for games. and it's definitely a 5500, 'cause '98,XP and red hat recognise it as a 5500 when first installed, so i can't be getting the wrong drivers.

Just because they recognise it, doesn't neccesarily mean they are using the right drivers. First off, which operating system R U running, or do you have multiple. If you go here you will get the unified drivers for XP. Don't know about 98 though.

That's probably because your not telling them to run in 98 mode.
If you right click the shortcuts to your games, you can tell them to run in 98 compatability mode.

tried that, some games give a blue screen, and others give me the boot screen. only games that run are N64 emulated games.

I can only suggest that you try the link I posted for the 98 drivers as apart from that, I'm stumped as I myself, have never had a problem running any games under XP.

Dammit, sorry. I gave you the wrong link. I should have read more clearly that is was a voodoo.
go
here
Hopefully, they will help.
I personally would ditch that card and go for a geforce FX (or if you want cheaper, a geforece 4 TI 4200. These are around £70 at the moment)
