I was there last summer. Its getting much better (in terms of development). The economy is growing at an absolutely astounding rate by western standards. Its current growth is in the area of 8% and there are talks by economists on how to boost that to 10%. So basically, they're saying that India could become a "developed" country in about 40-45 years. Now im no expert, but isn't there more to being a "developed" country than an economy?. The problems in India are monumental because of sheer size, and I don't think the current government is out of ideas to fix them
