Your signature says you know C++, if I were you, I would look into learning C# instead of VB.Net.
Once you learn C#, you can easily switch back and forth between the two. I found that people that learn VB.Net first and don't have any/much Java or C++ experience tend to have a real hard time with C# and need lots of help converting the languages back and forth.
I like the Progamming C# book from O'Reilly. It is a general get you on your feet quickly book to learn C#. I also liked the Programming Winodws With C# book from MS Press. It teaches you how to use all the Windows Forms controls and teaches you how to use the GDI+ a little.
Just to let you know, I don't own any VB.Net books, so I can't recommend any.
