Which is fried? AGP port on mobo or Video Card?
Well I have Geforce 4 Ti 42000 card that works fine until you do anything using Accelerated graphics(OpenGl or DirectX). Then I get all sorts of nasty behaviour such as freezes, black screens with a few white blocks, and in the case of Maya, when moving 3d objects, I suddenly get little colored blocks popping up all over the place.
Anyone care to guess as to if its the Video crd or the AGP slot that is crapping out?

Neither...
It's sounds very much to me like drivers or video BIOS. Make sure with the GFX card manufacture there haven't been any updates since the card was released.
Also check your DirectX version, as old DX 7.1 or 8 may not work correctly with your driver release.
Goto start >> run >> dxdiag
Then run the test's which are on tabs along the bottom. Check to see if your drivers are WHQL releases or BETA. Try using the new driver pack from Nvidia.com.

I already tried all that obvious stuff.
Drivers were working fine previously until after a power outage. All the driver stuff and dxdiag I had already done.
Driver updates for card and AGP slot were already tried. Nothing
Direct3D test locks.

Do you have access to another AGP machine? stick the card in it and see if the problem follows the card.

unfortunatly no. The only other machine i have access to doesnt have an AGP slot. 
I might try to take it to a friends house.
I really hope it is the video card. I want to get an nVidia Quadro4 750 xgl

Have you pulled it out and then put it back in? Sometimes just resetting it like that helps.

I had a GeForce3 Ti200 freak out on me recently. I think the overclocking just sent it to an early grave. Now it gets freak and makes the screen wavy at times. Its sad because it still works like 75% of the time, but that 25% is just enough to be really really annoying. Its like shooting a good horse that broke a foot (or whatever happens to them that they have to be shot for). Of course it gave me a good excuse to get a new one which incidently I've decided not to overclock.

Yeah. I really do hope it is just the video card. Because I really wan to get one of the Quadro's(a GeForce with special Hardware Overlays for 3d work), but I cant afford it right now if it ends up that its my AGP slot as I would need a new mobo.. i am going to get my current card to a friends hous and see if it works there and try his in mine to see what happens. That way I will know what is going on.

Although with mobo prices now-a-days its probably cheaper to replace your mobo then agp card, if that is what the problem is.

Pretty sure its the Video
Card now. I took it out again to inspect all the connections and chips. One of the parts has a ring of brown around it, and if you look at the back in the same spot, you see a big area of discoloration.
Oh well, time to purchase a new one.
