Outlook 10.0 Object Library
Will 10.0 work with Outlook 2000 or do I also need to reference 9.0?

I depend upon what your code is doing. There are structural
changes in 10.0 that are not included in 9.0 or below.
The best thing is to test on each version.

If you're using the object model to send email / create task items / etc than yes it does work with outlook 2k.

Is msoutl.olb required to be on a system with an previous version of outlook?

I wouldnt think moving the olb from XP to 2K would be a good idea. Seems to me that at best youd end up with the older box thinking that it could do things that it couldnt ...
