C++ with openGL is the best , but I am using VB6 with dx7

absolutely with .NET , since it's more OOP than VB6 . DX9 is intergrated into .NET Framework !

I would use VB .NET since it is about 20% faster than VB 6.0, but I dont have it =[

You will be surprised when you run your first .NET proj and how slow is it ! I really miss execution speed in VB6 EXEs !

I'm looking into VB.Net but the execution speeds are due to the CLR and ILR aren't they?

I believe so but it's more better than VB6 anyways
